On behalf of the Memphis Housing Authority, Fisher & Arnold (F&A) completed a Phase I Environmental Site Assessment (ESA) for 8.5 acres of the former Cleaborn Homes property. This former housing complex was adjacent to various petroleum businesses, as well as a nearby drycleaners. As a State of Tennessee Drycleaning Corrective Action Contractor (DCAC), F&A was fully aware of the potential environmental impairment that can be caused by historical drycleaning businesses.

F&A completed key evaluations of previous studies at the complex and concluded that additional environmental data collection was necessary, due to the potential threat presented by an offsite drycleaner and an offsite former gasoline station and current auto related business. F&A also identified a substantial pile of trash along the property border, with potential asbestos-containing building materials. The existence of this condition was forwarded to municipal building code officials for further action.

F&A also completed a Phase II ESA to address the identified conditions. As a result, of several surface borings, F&A concluded that ground water results suggested that no significant impairment had occurred as a result of the offsite conditions and that no human health threat was indicated.
